Today in the Legislature
This morning we discussed LB 878 which would put some limitations on when someone can be recalled. We debated all morning a provision that does nothing and has no value to the process. A person who is subject to a recall would be able to, but not required to, go to a judge and ask if the petition would meet the requirements of the recall. However, the judge would not rule on if the accusations are true, but if they were true would they qualify to be recalled. So you could accuse someone of embezzling and the court would say it would qualify for recall, but would not actually determine if they did embezzle funds. And if the court did find that it would not qualify for recall they could not stop it. Sounds like a waste of the court's and everyone else's time to me. We did not vote on the bill before noon. So no action was taken on the bill today.
When we returned from lunch we discussed LB 1092.
LB 1092 would mandate seat belts in new school busses purchased after January of 2009. It would not require that existing busses get seat belts. There was a lot of discussion on the bill about how it would work, would the bus driver have to buckle and keep all the kids buckled in, is there liability to the driver if they are not, etc. The bill did advance to select file, but will likely face some amendments or changes before it is debated again.

The Agriculture Committee is going to have an executive session tomorrow morning at 10:30 CST to discuss only LB 1174 (I-300) and LB 1027 (Beginning Farmer Tax Credit). We will NOT be discussing the State Fair Bills. I will let you know when that will happen.
